Stages of Document Verification and Acceptance of Non-Scholarship Students

**Step One:**

Upon receiving the documents of international students, the International Student Admission and Supervision Department is committed to examining the applicants' documents. If the applicant meets the general requirements, the documents will be sent to the Education Management at the University for specialized review.

**Step Two:**

The University's Education Management informs the Admission Office at the University about the academic eligibility of the applicant.

*Note: If the academic qualification of the applicant is insufficient, the Admission Department may issue a "Conditional Acceptance to Pass Preparatory Units" based on the university's opinion. In this case, the student's continuation of education is conditional upon successfully completing the mentioned courses according to the center's educational regulations, and this period should not exceed three academic semesters.*

**Step Three:**

After receiving the result of the specialized examination of the documents, the applicant's file is presented to the University's International Student Admission Committee for review and final decision-making.

*Note: If the applicant's request result is not sent from the college to the admission office within one month after sending the documents to the educational units, the applicant's case will be presented to the Admission Council, and a decision will be made regarding the request.*

**Step Four:**

Applicants for doctoral programs can submit their applications to the required supervising professor - according to the center's internal regulations - approved by the University's Education Management. Then the Admission Office studies the matter to make a decision and announces the result to the student and the professor.

**Step Five:**

If the International Student Admission Committee at the center approves the candidates, the initial acceptance certificate will be issued by the University's Education Management and sent to the applicant through the International Student Admission and Supervision Department (Non-Iranians) at the University. Initial registration will be done within a period of three to six months by the university and the Ministry of Science, Research, and Technology until final acceptance. The center is not allowed to register them finally until students submit their academic passports and study visas.

**Step Six:**

Necessary correspondence will be conducted by the Planning and Evaluation Management at the University with the General Directorate of Non-Iranian Student Affairs at the Ministry of Science, Research, and Technology to issue the registration permit and obtain study visas for the accepted students. A copy of the academic documents, ID, basic information form, and registration form for non-Iranian non-scholarship students will be sent to the General Directorate of Non-Iranian Student Affairs at the Ministry of Science, Research, and Technology in one list or on a case-by-case basis for general eligibility verification and obtaining their study permit.

**Step Seven:**

After obtaining the approval of the Ministry of Science, the university announces the matter to the following centers:
- International Communication and Cooperation Management (for Non-Iranians) for follow-up and communication with the Deputy Director of Education and notification of the applicant.
- General Directorate of Foreigners and Immigrants Affairs in the province / Ministry of Interior to issue a settlement account sheet for consular affairs and follow-up.

If the applicant is in Iran, the university requests, through a letter, the Foreigners and Immigrants Affairs Directorate in the province where they reside to issue an identity card settlement sheet and exit permit. Then, the accepted person submits the settlement account form to the Consular Affairs at the Ministry of Science and completes the necessary documents to obtain an academic passport.

For applicants living outside Iran, after obtaining the approval of the Ministry of Science, the initial acceptance certificate with the documents of the accepted person will be sent to the Consular Affairs at the Ministry of Science to issue study visas. Then, the consular affairs at the Ministry of Science sends the necessary documents to the Student and Scholarship Affairs Department at the Ministry of Foreign Affairs, and the accepted person is presented to the embassy of the relevant country to issue an academic passport. The academic passport is issued by the embassy of the relevant country, which takes about three months. Then, the Ministry of Foreign Affairs issues the reference number for the student's visa to the applicant and communicates with the relevant embassy to issue the visa. The reference number for the visa (Reference Number) is also announced through the Ministry of Science to inform the applicant to the International Student Admission and Supervision Department (Non-Iranians) to notify the applicant.

**Step Eight:**

The applicant goes to the Iranian embassy in their country to obtain a study visa.

**Step Nine:**

After entering Iran, the applicant goes to the International Student Admission and Supervision Department (Non-Iranians) to obtain an academic residence permit for one year.

**Step Ten:**

The International Communication and Cooperation Management sends the accepted students to the Education Vice-Chancellor's Office at the University to issue the final acceptance and registration. A copy of the introduction letter is sent to the following departments:
- International Council of the Center for Information and Supervision.
- Student Affairs Department at the University for informing and facilitating welfare and housing matters.
- Education Directorate at the University for review and necessary action.

*Note:*
1. Applicants from Afghanistan holding a diploma from schools managed by them are prohibited from admission.
2. Non-Iranian applicants - especially Afghans and Iraqis - who are studying simultaneously at higher education institution or another center or at Mustafa International University are not allowed to be admitted unless the student is subject to the agreements between them.

**Study Location Determination:**
1. Applicants accepted for undergraduate studies are required to attend compensatory or preparatory courses.
2. The transfer of applicants for undergraduate studies is decided by the ministry based on the Persian language proficiency, pre-center capacity, educational records, and priorities chosen by the applicant.
3. The maximum deadline for students to start their studies is six months from the approval date. If they do not start within the mentioned period, their scholarship will be canceled.
