Conditions for the Acceptance of International Students

General Conditions
Nationality and Residence

a) Not holding the nationality of the Islamic Republic of Iran.
Note: Applicants holding dual nationality (Iranian and non-Iranian) cannot be accepted as international students (non-Iranians).
Note: Applicants whose fathers were Iranians and hold passports and nationality of other countries are prohibited from acceptance.
b) No legal ban on staying in the Islamic Republic of Iran with approval from the competent authorities: obtaining approval from the representative of the Islamic Republic of Iran in the relevant country or the Ministry of Foreign Affairs of the Islamic Republic of Iran regarding the eligibility of the applicant for residence.
c) Not residing in the Islamic Republic of Iran before starting studies for scholarship applicants.
d) Identity documents required for applicants not receiving scholarships to obtain preliminary acceptance must include one of the following documents:
1. Refugee booklet.
2. Valid passport with a valid visa.
3. Valid passport with a residence permit.
4. Identity card issued by the General Directorate of Foreign Nationals and Immigrants Affairs of the Ministry of Interior (for citizens of Afghanistan and Iraq).
Note: The university refuses to accept any type of identity cards issued by parties and organizations associated with the applicant's country as proof of identity.
Note: Accepted students who have received scholarships and those who have not (those with preliminary acceptance) - after receiving the study passport from the embassy of the relevant country, obtaining study visas, and a letter confirming the general eligibility of applicants from the General Directorate of Students Affairs internally - must obtain final acceptance from the university and confirm registration for the same semester.
Note: Regarding valid identity documents for citizens of Afghanistan and Iraq, reference will be made to the latest directive issued by the General Directorate of Student Affairs at the Ministry of Science, Research, and Technology in the country.
e) The university is not committed to issuing residence permits for the families of scholarship recipients and non-recipients, except for their spouses and children; therefore, family does not include parents and other relatives.
Study Permit and Certificate Endorsement
a) No legal ban on the applicant's education.
b) Possibility of studying in accredited branches.
Note 18: Acceptance is only in fields where there is no legal ban on continuing education for non-Iranians according to educational regulations, and non-Iranians are allowed to study in educational centers in the Islamic Republic of Iran.
Note 19: Applicants studying simultaneously in any institution or center of higher education or any other educational level in Iran are prohibited.
c) Obtaining educational certificates in previous stages (high school, bachelor's, and master's degrees in order to enter bachelor's, master's, and doctoral programs).
Note 20: Certificates and grade cards issued by foreign schools and centers must be authenticated by the offices of representatives of the Islamic Republic of Iran in that country or the embassy of the applicant's country and the Ministry of Foreign Affairs of the Islamic Republic of Iran, and if not in English, must be provided with an official translation into Persian.
Note 21: Diplomas issued in Afghanistan must be stamped with the approval seal from the Ministry of Education and the Ministry of Foreign Affairs of Afghanistan, as well as the Embassy of the Islamic Republic of Iran in Kabul to enter the bachelor's program.
Note 22: Requests from applicants holding fellowship degrees in bachelor's programs may be accepted, and the matching of study units is the responsibility of the educational group.
Note 23: Non-Iranian citizens living in the Islamic Republic of Iran can be educated based on the rules and regulations of the Ministry of Interior listed in the National Examination Guide of the country's Educational Assessment Organization.
d) Applicants for scholarships from the Islamic Republic of Iran government are requested to submit an endorsement letter from the Scholarship Council for non-Iranian students at the relevant ministry, in addition to the documents mentioned above.
Note 24: In the case of scholarships for the center, a letter of introduction from the university's International Student Admission and Supervision Department (non-Iranians) must be submitted.
e) Applicants for acceptance in master's and doctoral programs must obtain acceptance approval from the supervising professor approved by the educational and complementary studies assistants of the center or mentioned university campus, and send it to the International Student Admission and Supervision Department (non-Iranians) of the center.
Safety
A valid physical and mental health certificate certified by the official representation of the Islamic Republic of Iran in the applicant's country and the accredited university doctor must be obtained.
Financial Conditions for Education
a) Obtaining the scholarship letter for scholarship applicants.
b) Submitting a document on the financial ability to pay tuition fees for the center and living expenses for applicants not receiving the scholarship.
Note 25: The university does not undertake to cover the living expenses for the families of non-scholarship applicants.
Proficiency in Persian Language
a) Proficiency in the Persian language by providing a certificate of success in the Persian language test.
Note 26: The proficiency level of non-Iranian applicants in the Persian language is measured by the following two methods:
1. The level of proficiency in the Persian language for non-Iranian applicants who have completed their previous education in Iran will be accepted.
2. The proficiency level of non-Iranian applicants who have not completed their previous education in Iran must be assessed and declared by one of the official Persian language learning centers below:
* Persian Language Learning Center affiliated with the International Center for Islamic Studies.
* International Education Center for Persian Language and Literature, Tehran (Dehkhoda).
* Persian Language Learning Center affiliated with the International Imam Khomeini Center.
* Persian Language Learning Center for Non-Native Speakers, Ferdowsi Center, Mashhad.
* Al-Mahdi Center for Teaching Islamic Knowledge and Persian Language in Qom.
* Other centers and higher education institutions ready to hold courses in Persian language and literature with the approval of the Non-Iranian Student Exchange Council.
Note 27: Applicants - according to the opinion of accredited Persian language learning centers - after receiving acceptance from the university and before the start of the academic course, must study at one of the mentioned centers or other Persian language learning centers.
Note 28: Accepted students who do not have sufficient knowledge of the Persian language are required to participate in a Persian language and literature course at one of the official Persian language learning centers before the official start of the academic course.
Note 29: The Ministry of Science, Research, and Technology or the Scholarship Institution bears the cost of holding the Persian language and literature course for scholarship students.
Note 30: The student is responsible for the costs of holding the Persian language and literature course for non-scholarship students.
Note 31: All scholarship recipients are eligible for financial assistance during the Persian language learning course.
Note 32: All individuals who have not passed the final exam of the Persian language learning course - with the approval of the relevant educational center - can participate in the study again by paying the course fee only once, and if successful, they can enter the academic courses, but they are not eligible for educational assistance during this period.
Note 33: Renewing the course for non-scholarship students is not restricted if the student pays the course fee.
English Language Proficiency
a) Non-English-speaking doctoral students (English is not the official language of their country of residence) and students who have not completed bachelor's and master's degrees in English-speaking centers must - before the comprehensive exam - pass one of the recognized English language tests as follows:
TOEFL, IELTS, PTE, MSRT/ MCHE, MHLE, TOLIMO, Cambridge First Certificate, Cambridge Advanced Certificate, Cambridge Proficiency Certificate, English Language GCSE, or O-level, International Baccalaureate Standard Level (SL), European Baccalaureate.
b) Bachelor's and master's degree applicants must have a preliminary knowledge of the English language, and preparatory courses will be organized if necessary.
10-1-7- If it is found that the scholarship student lacks the general conditions required in this regulation from the beginning, a decision will be made regarding expulsion or continuation of study as a non-scholarship student with a prohibition from studying at higher levels based on the judgment of the Scholarship Council. The university's admission committee also decides in the case of non-scholarship applicants if they fail to meet the requirements.
Conditions Specified
Academic Conditions

Bachelor's Degree Stage
a) Applicants for bachelor's level education must have a diploma (equivalent to high school completion in Iran) and a pre-university certificate or its equivalent, and these documents must be authenticated by the relevant authorities.
Note 34: Applicants from countries where their diploma is not equivalent to the general high school diploma of the Islamic Republic of Iran must complete supplementary courses for the period specified by the university and successfully complete pre-university courses. After that, scholarship applicants are submitted to the university by the Scholarship Council for Non-Iranian Students. The successful completion of supplementary courses for non-scholarship applicants is endorsed by the university's admission committee.
Note 35: Non-Iranian citizens who graduated from high schools outside the Islamic Republic of Iran can continue their education in Iranian higher education centers and institutions.
Note 36: Non-Iranian citizens who graduated from schools within the Islamic Republic of Iran will be excluded from the international admission program and will be subject to the admission regulations for Iranian applicants.
Note 37: Non-Iranian children of non-Iranian political representatives who have completed their education in Iran will be excluded from the scope of the third note based on the proposal and approval of the Ministry of Foreign Affairs and the approval of the Scholarship Council.
b) The minimum accepted average grade for scholarship applicants is (14) or its equivalent, while for non-scholarship applicants, it is (12) or its equivalent.
Master's Degree Stage
a) Applicants for a master's degree must have a recognized bachelor's degree endorsed by the competent authorities.
b) The minimum accepted grade point average for scholarship applicants in humanities, arts, and agriculture fields is (15) or its equivalent, and in other fields, it is (14) or its equivalent.
c) The academic status of the applicant must be approved by the relevant educational group based on their academic records.
d) If the educational group agrees to accept the applicant, it is necessary to designate the supervisor by the applicant.
Doctoral Degree Stage
a) Applicants for a doctoral degree must have a recognized master's degree endorsed by the competent authorities.
b) The minimum accepted average grade for a master's degree for scholarship applicants is (16) or its equivalent.
c) Obtaining the approval of the educational group based on the approved indicators.
d) If the educational group agrees to accept the applicant, it is necessary to designate the supervisor for the applicant.
Age Conditions
a) Non-scholarship students:
Applicants who are not scholarship recipients can study at this university without the precondition of age limit.
b) Scholarship applicants:
Scholarship applicants from the Ministry of Science, Research, and Technology or the university must meet the following age requirements when submitting their applications:
1. A maximum of (20) and (22) years for those with a high school diploma (23 and 25 years for applicants in Persian language and literature branches, and theology 23 and 25 years) for fellowship and bachelor's programs.
2. A maximum of (26) years for bachelor's degree holders (Persian language and literature), and theology (29) years for studying in the master's degree.
3. A maximum of (31) years for master's degree holders (34 years for applicants studying in Persian literature and theology) for doctoral studies.
Note: All students admitted from abroad based on student admission regulations and graduated from Islamic Republic of Iran centers in bachelor's, master's, or doctoral degrees - according to the current regulations of the relevant degree - if they request to continue their education at a higher level in the same graduation year, they will be exempted from the age requirement.
4. (22) years as a maximum for holders of the general high school diploma (26 years in theology branch).
5. (28) years as a maximum for bachelor's degree holders (theology branch 30 years).
6. (33) years as a maximum for master's degree holders (theology branch 35 years).
