**Educational Regulations for Master's Degree**

**Colleges**
(Article 1): Objective
The purpose of compiling these regulations is to organize university education affairs, create coordination in educational activities at the university, and make optimal use of existing capabilities to enhance the quality of education for students.

(Article 2): Definitions
1-2. End-of-semester Exam: An exam conducted at the end of each semester for each course offered in that semester.
2-2. Skills Training: Training conducted to enhance technical knowledge, work ability, and the student's capacity in the relevant field.
3-2. In-class Test: A test conducted in addition to the educational content to assess the student's knowledge for progression to the next stage of education.
4-2. Mid-semester Exam: An exam conducted during each mid-semester in each subject to the extent determined by the teacher or educational department, to better understand the educational content.
5-2. E-Learning (Virtual): Education delivered using electronic software and hardware in multimedia formats, CDs, video conferences, etc.
6-2. Educational Department: An administrative unit in a college, university, or higher education institution responsible for all educational matters related to students (such as admission, registration, unit selection, class scheduling, exams, results announcement, grading, and issuing certificates).
7-2. Professor: A faculty member or any person responsible for teaching, class management, and problem-solving in the curriculum theoretically, practically, or theoretically-practically.
8-2. Transfer: Changing a student's place of study from one university or higher education center to another university or higher education center in the same or another field and at the same or lower academic level and the same educational system (full-time, part-time, night, Nur, virtual, and global).
9-2. Thesis: A research activity conducted in the relevant academic field under the supervision of the supervising professor.
10-2. Academic Half-Year: Half of the academic year of one year, during which a certain number of course units are presented, followed by examinations.
11-2. Maximum Allowed Study Duration: A specific and limited period during which the student is required to complete the course in full and according to the rules adopted in the regulations.
12-2. Student: The accepted individual who has registered at the "University" during the specified period, according to the rules and regulations in force.
13-2. Conditional Semester Student: A student whose average grades in one semester are less than (14), and the student is enrolled in the following semester with conditions.
14-2. Course-Conditional Student: A student whose average grades in two consecutive semesters are less than (14), and at any stage of his/her study, he/she is deprived of continuing his/her studies.
15-2. University: Refers to all centers and institutions of higher education - educational and research, night, day, part-time, virtual, international, government, and non-governmental, inside or outside the country - accredited by the Ministry of Science, Research, and Technology.
16-2. Mandatory Courses: Courses required for the student's graduation, and they cannot be replaced by other courses. Mandatory courses may be part of the basic requirements.
17-2. Special Courses: Courses grouped as main courses for the program to improve students' knowledge required for studying in this field and must be passed. These courses are divided into basic courses and specialized courses as follows:
   a. Basic Courses: Offered to prepare students for developing technical knowledge, strengthening their scientific structure, insight, and better understanding of specialized courses in the field.
   b. Specialized Courses in the Field: Courses taught only to establish and enhance the scientific and practical efficiency of the field.
18-2. Elective Courses: Courses that can be chosen from a range of courses according to regulations and educational programs. Elective courses cannot be prerequisite.
19-2. Continuous Courses (Introductory to Lesson): These are necessary courses for taking other courses.
20-2. Remedial Courses (Introductory to the Program): Courses developed as preparatory for the program to develop students' knowledge for studying in this field. If the student fails to pass a certain course in the previous stage or did not achieve the required threshold in the admission test, he/she is required to take them as remedial courses in addition to the prescribed units according to the educational program relevant.
21-2. General (Common) Courses: Courses offered to expand students' general knowledge and develop their cultural vision based on culture, knowledge, and Islamic beliefs, as well as familiarizing them with scientific methods.
22-2. Independent Courses: Courses whose selection does not depend on choosing or completing other courses.
23-2. Professor-Defined Courses: Regularly offered courses, but for some reason, the student was unable to participate in the class. In these courses, the student is exempted from the end-of-semester and mid-semester exams.
24-2. Required Courses: Courses that must be taken and passed continuously with another course.
25-2. Scientific Assistant: The assistant to the responsible professor - as estimated by the professor - responsible for compiling educational texts, extracting lesson questions, answering students' questions, correcting exam papers, and so on.

The Course: The academic course is a specific period during which a coordinated and interconnected set of lessons is presented to the student within a defined framework, ultimately leading to the attainment of a traditional university degree or a course completion certificate. The term "course" in this regulation refers to the master's course held virtually.

27-2. Non-Continuous Master's Course: This is a course higher than the bachelor's course leading to the attainment of a master's degree in the relevant field, based on programs approved by the Higher Education Development Council.

8 2-2. Academic Advisor: A member of the academic faculty with knowledge and expertise in academic affairs chosen by the university to guide students in academic, cultural, and academic matters.

29-2. Academic Branch: A connected group of academic lessons executed with specific content and methodology in the form of curricula in different academic courses.

30-2. Academic Year: Each academic year consists of two academic semesters, and the exams of the two semesters are not included in the teaching period.

31-2. Seminar: Theoretical research and follow-up.

32-2. Academic Council: Refers to the university.

33-2. Research and Teaching Method: A course that includes lesson units and a thesis.

34-2. Educational Curriculum: A educational course learned by the student after completing lesson units and presenting the thesis.

35-2. Research Method: A research-oriented course aimed at achieving (presentation of new technology, presentation of a new theory and idea, knowledge production, patents, etc.), and includes limited lesson units and a thesis presentation.

36-2. Graduate: A student who successfully completes all master's degree units according to the approved program, and in accordance with the provisions of this regulation, is recognized as a graduate of the course.

37-2. Online Class: In this class, the teacher presents the relevant lesson in audio, visual, or textual form, answers student questions, and student attendance in the online class is mandatory.

38-2. Face-to-Face Class: A class organized by the university with the physical attendance of students for educational sessions or to resolve issues in each lesson as needed and if the attendance reaches the specified limit.

39-2. Academic Degree: An official academic certificate awarded at the end of the course to students who successfully complete the course, according to the rules and regulations of this university.

40-2. Academic Leave: The period during which the student is temporarily exempted from continuing during the academic period for reasons announced by the student to the university, and is considered leave within the allowable limit.

41-2. Assessment Criteria: Includes things like test results, scientific activities, etc., used to assess student progress in each lesson.

42-2. Lesson Categories: Lessons are categorized based on content into general and specialized (basic and specialized in the field) and based on their relationship to each other into continuous (preparatory) lessons, required lessons, and independent lessons, and based on whether they are mandatory or elective into compulsory and elective lessons (these elements have been defined).

43-2. Academic Term: The types of higher education that students complete during one academic year, including fellowship (postgraduate diploma), continuous and non-continuous bachelor's (licentiate), continuous and non-continuous master's (post-licentiate), and Ph.D., continuous and non-continuous.

44-2. Overall Grade: The grade obtained by multiplying the grade of each course by the number of units of that course and dividing the sum by the total number of course units (for which an end-of-semester exam has been conducted).

45-2. Semester Grade Average: To calculate the grade average, the number of units for each course is multiplied by the grade of that course, and the sum of the products is divided by the total number of units in which the student passed or failed in that semester.

46-2. Education System: A set of rules, regulations, and laws related to student education in a high-level institution or university that are effective and executable during the educational period.

47-2. Unit System: This type of educational method evaluates all subjects based on their importance and the number of required sessions to be completed during the entire semester, ranging from (1) to (4) credit units.

48-2. Lesson Type: Lessons are divided into general and specialized (basic and specialized in the field), continuous (preparatory) and independent lessons, and compulsory or elective lessons (these elements have been defined).

49-2. Academic Semester: An academic course consists of sixteen weeks of teaching and two weeks of examinations.

50-2. Lesson Unit: It is a measure of the volume and quality of educational content. In this case, all lesson materials are evaluated from (1) to (4) units, and based on this, the number of required sessions for each lesson is determined, and the grade of that lesson is included in the overall average.

The Ministry: The Ministry of Science, Research, and Technology.

Education System (Article 6): Education at the university is based on a unified system where the value of each lesson is measured by the number of units for that lesson, and the acceptance or failure of the student in the lesson is limited to that lesson itself. (Article 7): The number of units for a master's course is at least (28) and at most (32) units depending on the academic branch, excluding compensatory and elective courses. Note 1: The number of hours of face-to-face classes - if the specified threshold is reached - is determined for each lesson unit; according to the characteristics of the lesson and the type of educational materials, and this is communicated by the center to be implemented during one semester in each academic year. Note 2: The title, subject, and number of lesson units in the online course are exactly the same as the title, subject, and number of lesson units in the traditional education system programs for universities; therefore, in terms of curriculum, there is no difference between the two education systems: virtual and daily. (Article 8): The conduct of the online master's course is based on the central education method. (Article 9): Education at the university is provided using the internet platform - if necessary - utilizing various software and hardware tools in multimedia formats, integrated tablet devices, video conferences, and other means that serve virtual education. (Article 10): For each unit in e-learning, equivalent to (15-17) instructional hours in traditional education, at least (5) hours of useful scientific electronic content are produced, in addition to examples, exercises, scientific interactions, and assessment at the end of each session, amounting to (15 to 17) hours of education. (Article 11): If a bachelor's course branch is incompatible with the course subject, the student must take a number of courses under the title of compensatory courses according to the educational department's assessment. Note 1: The maximum number of compensatory courses is (12) units to be offered at the beginning of the course before the original lessons. Note 2: Priority is given to compensatory courses in course selection. Determining the number and titles of courses is based on the approved program in each branch, and the timing of their selection is the responsibility of the academic group. Note 3: Courses previously studied in the bachelor's program cannot be repeated if the course title is based on the title of the approved master's program. Note 4: The grades of compensatory courses must be recorded on the student's report card, but the grades of these courses are not included in the calculation of the semester GPA or the student's overall GPA. Note 5: In case of failure in any of the compensatory courses, the student can, with the approval of the educational group, choose another course from the approved list of compensatory courses instead of that course.
 

Note 1: The number of units and the grade of the courses taken by the student are calculated as pass or fail in calculating the semester GPA and the cumulative GPA. To calculate the semester GPA, the number of units for each course taken in that semester is multiplied by the grade of that course, and the sum of the products is divided by the number of units taken in that semester for calculation. To calculate the total average of the number of units obtained in each course until the end of the last semester, the course grade is multiplied and the sum of the results is divided by the total number of units obtained by the student with a pass or fail grade.

Note 2: If the student does not achieve a passing grade in the course and is selected to retake it and passes again, the new grade will replace the previous grade.

Academic Leave (Article 25): A master's degree student can use a maximum of one semester of academic leave, with academic years being counted. Note: In case of taking leave, the student must pay the fixed tuition fees.

(Article 26): The student must submit their application for academic leave to the university in writing at least two weeks before the start of registration for each semester. Note 1: The Education Department is obliged to inform the student in writing of the approval or rejection of the student's application before the deadline for selecting the unit. Note 2: According to the assessment of the Education Council, the university may approve the student's request after the deadline for requesting leave.

Transfer, Change of Study Branch, and Hospitality (Article 27): Transfer and change of majors for students and being guests are prohibited in the e-learning system.

Withdrawal from Education (Article 28): The failure of the student to register in each semester (without obtaining permission from the university) and their discontinuation from the lesson - with notification to the university - is considered a withdrawal from education, and the withdrawn student is not entitled to continue their studies. Note: In exceptional cases where the student does not intend to discontinue their studies and considers their absence justified, they must provide reasons for their absence to the university at least one month before the end of the same semester, and if the university approves the justified absence, that semester is considered part of the student's academic leave.

(Article 29): The student who wishes to withdraw from education must submit their withdrawal request in person and in writing to the Education Administration. Note 1: This student is allowed to withdraw their withdrawal request only once and within one month. After the deadline, a decision to withdraw from their studies will be issued, and the student is not entitled to continue their studies in that session.
