Graduation
(Article 38): A student who has successfully completed all courses for the bachelor's degree according to the approved program and based on the provisions of this regulation with an average of at least (14) is defined as a graduate in this course.
Note 1: If a student is unable to achieve an average of (14) degrees within the allowed study period, he/she can repeat the courses in which he/she obtained a mark lower than (14) in one semester only if the allowed period of study has not expired, and if he/she makes up the shortfall from the overall average, he/she is a graduate of that course, but a student who cannot take advantage of this opportunity for any reason will be deprived of education and will not receive the certificate.
Note 2: The graduation date is the semester in which the student's final grade is recorded in the student's academic file.
Graduating from college
1. If the student studies in the branches of the center, a graduation certificate will be issued in the name of the center, and in the case of studying in affiliated centers according to the regulations announced by the Ministry of Science, Research and Technology, a certificate will be issued under the title "Joint Certificate".
2. The issuance of a graduation certificate for undergraduate students and the issuance of permission to defend the thesis in the relevant field, if necessary, is subject to the payment of full tuition fees.
3. Diploma and degree certificates for non-Iranian graduates are presented after graduation with the authorization of the Directorate General for Student Affairs within the relevant ministry and subject to the acceptance and submission of final exit visas by the Immigration and Aliens Police Department.
 Learning
1. In order to honor non-Iranian students every year, a ceremony is held by the two ministries under the title of Graduation Ceremony for Non-Iranian Students, and the best students from different groups and educational levels are honored.
2. For the purpose of continuous communication with non-Iranian graduate students, the Non-Iranian Graduate Student Center will be formed, and interested students will become members of the said center. The management and leadership of the said center will be the responsibility of the relevant ministry.
3. Depending on the graduates' field of study, the ministry will arrange for their membership in the country's scientific societies. Obviously, the membership fees for these people will be paid by the Ministry for a period of two years.
4. Graduates are informed of scientific, cultural and political developments by the Cultural Committee through a special bulletin.
5. If after three years of working in their home country, doctoral graduates wish to take advantage of a three-month short-term study opportunity (postdoctoral) at the center where they received their degree, if they are accepted by the respective center, their applications will be submitted to the Non-Iranian Student Scholarship Board, where they will be examined and short-term scholarships will be awarded to those who meet the requirements.
